Memorandum of Understanding to Enhance Referee Development in Regina

Queen City United, Futbol Club Regina, Regina Soccer Referees Association, and Saskatchewan Soccer Association are pleased to announce that the organizations have signed a Memorandum of Understanding (MOU) to support referee development in Regina. This agreement is the result of extensive work \over the last six months, supported by Spark Solutions, to strengthen communication,

trust, and working relationships between the partners.

The MOU includes four major areas:

  • Referee development - the implementation of a collaborative referee development plan
  • League development - establishing consultation on league changes that are being considered to ensure changes support referees’ development as well as athletes’ and coaches’
  • Referee management - a collaborative approach on matters of performance management and discipline, for the purposes of developing referees
  • Fostering the sharing of general information - sharing general information to collectively increase the Partners’ knowledge and understanding of referee development

Beginning this indoor season, the partners will work collectively to execute a collaborative referee development plan. This plan details the initiatives that each partner will deliver to increase the recruitment, development, management, and retention of referees in Regina. The referee development plan and MOU will be overseen by the newly created Regina Referee Development Group (RRDG), which will include representatives from each of the partners. FC Regina will manage the assignment of referees for their organization while RSRA will manage the assignment of referees for QC United and Regina High Schools Athletic Association soccer games.

The MOU signifies an acknowledgement of shared responsibility and a significant investment by each partner to ensure that every athlete, coach, and referee experiences a positive game-time environment in Regina. This MOU and referee development plan are an investment into the future and the growth of the game.
